The 23rd Judicial District Citizen Review Board is composed of trained citizen volunteers who serve as advisors to the Judge on selected cases involving children in need of care or juvenile offenders. The CRB staff operates two boards, trains volunteers , and administers the processes involved in the board's operations. The CRB process is designed to provide an independent perspective on cases, to improve agency accountability, and to enhance community awareness on the issues regarding children in need of care and juvenile offenders. The local CRB office conforms to the rules of the state Office of Judicial Administration (OJA), which provides oversight and funding. The 23rd Judicial District CRB meets Kansas Supreme Court standards and therefore, is eligible to review cases assigned by the District Court. The 23rd Judicial District CRB is a grant-funded program currently receiving funds from the Permanent Families Account administered by the Office of Judicial Administration.

What does a CRB Volunteer Do? |
||||
| The duties and responsibilities of a CRB volunteer are set out in K.S.A. 38-1813. A CRB volunteer shall: | ||||
|
|
Review cases, receive verbal information from all parties with pertinent information about the cases, and access information in the court's case file. | |||
|
|
Determine the progress that has been made to acquire a permanent home for children in foster care, or recommend sentencing and review progress toward rehabilitation for juvenile offenders. | |||
|
|
Suggest alternative goals for the cases, if progress is insufficient. | |||
|
|
Make recommendations to the presiding Judge regarding further actions on the case. | |||
| Who can be a CRB Volunteer? | ||||
| A CRB volunteer must be at least 18years of age, a resident of Ellis, Gove, Rooks, or Trego County, Kansas, and successfully complete the following screening procedure. | ||||
|
|
Complete a volunteer application, which requests information retarding educational background, employment history, and personal experience with child abuse and neglect, and three references. | |||
|
|
Pass a records check through state child abuse registries and the Kansas Bureau of Investigation and national criminal databases. | |||
|
|
Participate in a personal interview | |||
|
|
Complete no less than 6 hours of specialized training. | |||
|
|
Individuals successfully passing the screening process are certified as CRB volunteers and are eligible to review assigned cases. | |||
